| Abstract | As pre-primary services play an important role in the development of a child's potential, the Hong Kong Council of Social Service recommends that the Government should take an active role in reviewing the related policy comprehensively and set one standard for both the day nurseries and kindergartens. However, amongst the various aspects of unification, the qualification, training and salary of child care staff should be the top priorities so as to avoid the possible staff change problem. Other recommendations are reviewed in the article. |
