| Abstract | In 1974, the government published a white paper entitled The Further Development of Medical Services in Hong Kong. Following on from a white paper of a decade before, this document set the cornerstone for today's health-care system. It prescribed targets to provide a fundamental level of medical and health care for the population. Since then, the provision of public hospital and clinic services has expanded to meet needs in both quantitative and qualitative terms. There have been major changes to the health-care system brought about by the setting up of the Hospital Authority and a review of primary health-care. |
