AbstractThe legal sub-group of the Preliminary Working Committee has recommended that the provisions of the Bill of Rights that clash with the Sino-UK Joint Declaration and the Basic Law should be abolished; legislation amended (by the Bill of Rights) should be revised. Since then, misleading remarks by Governor Chris Patten have created a great deal of confusion among the public.
