AbstractThe quality of Hongkong's education system can be hard to discern. On the one hand, Hongkong students studying abroad - usually in tertiary education centres - have an enviable reputation for excellence. On the other, the fact that roughly one in seven local secondary students fail every subject in the Hongkong Certificate of Education Examinations suggests there is something seriously wrong with the education process in the territory. The question is, "What?" Local education professionals say the root of the problem is systemic.
