AbstractVery frequently, a Hong Kong company buys from a Hong Kong or Chinese factory (say at $1,000) and sells the goods (say at $1,200) to a foreign buyer, who in turn sells (say at $1,500) to an EC buyer. The goods are shipped direct to the EC from the factory. On which value can EC customs duty be based? To date, on any of the prices in this chain, including the lowest at $1,000. In future, this may change.
