AbstractIn our basic budget philosophy, we have adopted the "User Pays" principle because that recognises that resources are not unlimited and we need a gatekeeper to ensure that the availability of resources or services through the public purse (it being assumed that it has been deemed proper that these be provided out of public funds mostly collected through taxes) is not abused. When it comes to the environment, the principle has evolved into the "Polluter Pays Principle". As the polluter caused the pollution and resources have to be used to clean up the pollution, it is right that the polluter should absorb that cost fully.
