| Abstract | Leigh and Orange was first approached about the project, located to the north of the tunnel exit at Shatin, back in 1989 but the brief was not finalised until July 1992. Developer Henderson Land, having acquired the site under Crown Lease, was bound to develop a medical facility and faced penalties if it failed to erect the building within a stringent time frame. Consequently, a fast-track programme had to be launched. |
