| Abstract | In this article, it was pointed out that although the idea of collectivism has more widely been accepted by the general public, questions still remained as to the extent of the responsibility of the Government in taking care of the welfare of her people. There was also a lack of consensus over the kind of collective welfare measures to be introduced. It further pointed out the importance of devising collective welfare mesures which were congruent with the culture of the Hong Kong society, particulary the role played by the family system in the welfare of its members. |
