Abstract | Hong Kong has retained its status as the world's freest economy, according to a global survey conducted by the Washington-based Heritage Foundation. Hong Kong has earned the No 1 ranking in the Heritage Foundation/Wall Street Journal "Index of Economic Freedom" every year since the Index was first published in 1995. In response to the government's August 1998 stock-market intervention, the editors of the 1999 Index warned that Hong Kong could forfeit the top spot in the 2000 Index if no corrective action was taken. It was penalized for the intervention but rewarded for having lower inflation, leaving its Index score unchanged.
