| Abstract | When the Mass Transit Railway (MTR) Corporation and a consortium of developers unveiled their grand plan for the giant development above Hong Kong Station back in April 1997, it launched a flurry of controversy regarding the height of the 88 storey 'big finger'. Cesar Pelli's design dilemma was the obstruction of The Peak ridge line when viewed from Tsim Sha Tsui -- a planning restriction laid down in triplicate since the birth of Hong Kong's planning regulations. The article reports the enormous feat in urban design and infrastructure planning of the Hong Kong Station Development (International Finance Centre (IFC) and One International Finance Centre (South West Tower and IFC Mall) that has been undertaken by Rocco Design Limited. |
