| Abstract | Since its inception five years prior to 1999, IBIA has been able to put the spotlight firmly on education and training within the industry. In spite of the association's success, though, the overall need for better education and training in the bunker industry is still profound. This is not just an Asian problem, but it is acute particularly there. In order to reach the Asian market, IBIA decided to hold its 1999 annual conference in Hong Kong in November 1999. |
