| Abstract | The Civil Service is undergoing a major review to improve efficiency and to keep pace with the expectations of the community. In announcing the initiative to the Legislative Council (Legco) on January 14, 1999, the Chief Executive, Mr Tung Chee Hwa, said the Government had the responsibility to set the way ahead and to lay a firm foundation for the development of the Special Administrative Region (SAR) in the 21st century.
