| Abstract | Chief Secretary Anson Chan Fang On-sang paid a glowing tribute to the Civil Service after receiving the prestigious Hongkong Standard '1995 Leader of the Year' award. Mrs Chan said the dedication, professionalism and leadership in the Civil Service was one of the major reasons she was confident about Hong Kong's long-term success.
