| Abstract | In accordance with Article XIV of the 1984 Joint Sino-British Declaration, Article twenty-four of the Basic Law established the unequivocal right for children of Chinese nationality, whose mothers or fathers are permanent residents of Hong Kong, to automatically obtain residency rights in Hong Kong for themselves. In order to avoid a deluge on July 1st 1997 -- and an increase in illegal immigration before that date -- the Chinese and Hong Kong authorities decided in 1993 to increase the daily quota of one-way permits. However, as July 1st 1997 loomed near, the problems was far from being resolved. |
