AbstractBetween September 12th to 18th 1997, the Chinese Communist Party held its 15th Party Congress in Peking, which is the first Congress since the death of Deng Xiaoping in 1997. The article talks about the influence of Deng's theory as a source of guidance for the Party. It also gives an analysis of topics in the Congress, including the thorny problem of the state-owned enterprises, the political reforms, the missing person Qiao Shi, the reduced political role for the People's Liberation Army (PLA), and the new top of the Party a ruling triumvirate consisting of Jiang Zemin, Li Peng and Zhu Rongji, the new "new class" knows full well that neither Marx nor Mao can be of any help in solving the economic problems which confront them. The stress at the 15th Congress was decidedly on economics in and politics out. It seems that the leadership is willing to allow a certain kind of capitalism to develop in China as long as it remains the socialism.
