| Abstract | Midstream operations have always been overlooked by the Government until the mid-1980s when China trade surged suddenly. The Government panicked and rushed into looking at future port planning. That is when the PADS (Port and Airport Development Strategy) was carried out, thus bringing midstream operations into the light. Since that time till the early '90s, midstream operations showed very good growth rates. Throughout this period, average annual growth rate for midstream throughput was 25-30 percent. |
