AbstractChristine Loh, leader of the Citizens Party, is probably the closest person the current Legco has to a "New Democrat" on the United States (US) model, in that she's a social progressive who seeks a public-private sector partnership in governance and trusts in a program of public education and open government to nurture and expand Hong Kong's prosperity and international relevance. She has introduced landmark legislation on women's rights to inheritance and is widely respected as the most consistent and vocal proponent of environmentally sensitive land and transport planning. Since 1994, she has released an annual "shadow policy statement" that foreshadowed annual policy statements of governors and now Chief Executive Tung Chee-hwa. The article explores her ideas of excellence in the formation of Hong Kong's future.
