| Abstract | If there were to be a new vision to move adults with mental handicap away from segregated, isolated day activity centres and sheltered workshops into a more community inclusive and integrated type of service, it would be a system change for the future, as said by Stephen S.Y. Chan who has come across a thought provoking article by Philip Garner published in 1998. The article states the possibilities and questions that would have to be considered if and when the social welfare subvention system in rehabilitation has to be changed from the existing mode to pay directly to service providers for adults with mental handicap and their families for community participation. |
