AbstractFew people have come into public office amid such high expectations as China's new premier, Zhu Rongji. Zhu's own reorganization plan, overwhelmingly endorsed by the National People's Congress (NPC), focuses the administration's attention to the economy where it belongs -- on coordination, supervision and regulation rather than direction through central planning. Success or failure will depend also on the new cast of ministers and Zhu's colleagues at the top of the Beijing hierarchy, notably President Jiang Zemin.
