AbstractA new initiative of involving tenants in public housing management, the Estate Management Advisory Committee (EMAC) Scheme, was introduced in 1995. After a pilot run of twelve months, the Hong Kong Housing Authority has decided to include EMAC as a permanent feature of public housing management. The article reviews the literature on tenant involvement in housing management as well as the history of tenant participation in Hong Kong. The concept of co-production of public services is suggested as an analytic tool for EMAC. The future of EMAC is also analysed with reference to the framework of co-production. Conditions are favourable for the success of EMAC, but it calls for improvements in some relevant areas.
