| Abstract | The article focuses on human resources management rather than policy aspects of the Hong Kong Government. The various areas of performance in human resources management are marked notionally as if the Government was a student, with the highest commendation being an 'A' but an 'E' still being a pass. Illustrations and comments come both generally and specifically from incidents experienced by the author and can obviously not be taken in any way as an official view. |
