AbstractWith fiscal reserves of $47.9 billion, Hong Kong could afford a welfare state as extensive as those in Europe. However, wealthy Western European nations have found that their social security cushions bust budgets and increase labour costs. There are lessons Hong Kong can draw from France and her neighbours in providing compassion without losing competitiveness.
