| Abstract | Though Hong Kong has laws in place to protect animals, the penalties for breaking these laws are far too low and they are not strictly enforced. The Society for the Prevention of Cruelty to Animals (SPCA) believes that when cruelty is linked to commercial gain then the penalties must far outweigh the potential profit. |
