| Abstract | Chan Chi-ho, a five-year-old unattended child locked up by his parents in their own flat, is severely injured in a fire with burns over 60 per cent of his body. He is left with little chance to survive. Through this case, the author comments on criminal negligence of parents and guardians, and legislations to cope with it. |
