AbstractTerminal Handling Charge (THC) was first introduced by the Far Eastern Freight Conference (FEFC) for the Hong Kong/Europe trade in 1990. The reason was purportedly to cover shoreside costs at the container terminals. The conference said it calculated the charge on the basis of cost recovery and therefore did not constitute a profit centre for the shipping lines. However, the Hong Kong Shippers' Council believes that if the trend of uncontrolled and rapidly rising THC is allowed to continue, not only will Hong Kong traders face difficulties competing in the world market but Hong Kong's position as a hub port will be quickly eroded.
