| Abstract | Sir Wilfrid Newton, the former Chairman of Hong Kong Mass Transit Railway Corporation and London Underground appeared on 19 March 1997 at the Legislative Council Transport Panel to point out the serious consequences that could flow from enactment of the Bills proposed by the Hon Sin Chung Kai effectively to place railway fare determination under direct Legislative Council control.
