AbstractIt has been a year since Russian President Boris Yeltsin enunciated a "strategic partnership" with China during a state visit to Beijing. Since then, relations between the two countries, already good, have become better. Both China and Russia have a legitimate interest in maintaining peace along their lenghty boundary. They also have a common desire not to see a world order dominated by the United States - an aspiration shared by many other nations. If holding annual summits allows Beijing and Moscow to feel less hemmed in by Washington, that may be all to the good.
