AbstractThe royal treatment that Washington accorded in late April 1997 to Mr. Martin Lee Chu Ming, Hong Kong's leading advocate of democracy, demonstrates the immense value Americans place on the promotion of civil liberties. The same message comes from Geneva: for the seventh year, nations led by the United States (U.S.) lobbied for a resolution by the United Nations Human Rights Commission censuring China. Even after the perennially unsuccessful effort failed agian - "a short-term, tactical setback," allowed the U.S. State Department - Washington vowed to keep the international community focused on political rights and its violators.
