| Abstract | Hong Kong begins to feel the press of time, as the countdown to the handover nears its climax. Lawmakers are trying to get through a busy agenda before the Legislative Council (Legco) adjourns - and disbands - in late June 1997, while civil servants are putting together the details for the handover ceremony. And negotiators of the Sino-British Joint Liaison Group (JLG) are struggling with knotty last-minute problems, such as how to define a "permanant resident" of Hong Kong. Of course, many key issues have been resolved in the run-up to the handover. A series of key issues are listed in this article. |
