AbstractIn various surveys in recent months, the Hong Kong people have expressed their opinion about what the important issues are that the Chief Executive must have as a priority: freedom of speech and the press; cracking down on corruption and abuses of power; keeping an independent judiciary; standing up to China over autonomy; and, last, improving ties with the mainland. Certainly Tung began his role on a positive note. In his first speech after the selection - which broadly outlined his own benchmarks - Tung said "the election process is the first step in Hong Kong's democratisation process".
