AbstractThe Compulsory Auto Liability Insurance Act was introduced into the legislature in June 1992. Its modest aim was to bring Taiwan in line with laws that have long been taken for granted in most developed countries. Yet it took more than four years to become law, and Ko Tsai Yu-chiung says it would have taken even longer but for the intervention of President Lee Teng-hui. Auto insurance legislation may not be earth-shaking. But laws affecting Taiwan's ambition to become a regional financial center have also bogged down in the go-slow legislature. A bill to set up a futures exchange was supposed to be passed within six months; it is now into its second year. Meanwhile, foreign markets have begun trading Taiwan futures, perhaps seriously handicapping the domestic market when it eventually opens.
