AbstractInternational media have tended to characterize China's current campaign to instill "spiritual civilization" as a "leftist resurgence," a "conservative backlash" or a factional power play. Such interpretations entirely miss the drift of events unfolding inside the country. As the author argues, the drive is, in fact, laying the ground for further economic reforms that may prove as important as any we have seen in recent years. It aims to build a new ideological platform to allow reformers to tackle sensitive but critical issues. These include the restructuring of state-owned enterprises (SOEs), separating ownership from management and, ultimately, government ownership itself.
