AbstractIn Hong Kong, that ungainly fleet, government-funded institutions of higher education, is turning with a deliberation worthy of a supertanker towards the idea of requiring all students to demonstrate some level of language ability. And this is going to lead to an argument. The author also sees a universal requirement for a rather low standard in both Chinese and English for people entering university, with the possibility of some further check later before graduation. Now the author sees that it is politically impossible for local universities to do nothing in the face of a widespread perception of crisis. The result is that Hong Kong is very bad at setting minimum standards and seeing that all students reach them.
