AbstractThere would be no Provisional Legislature at all if there had been no Patten reforms (yet Patten leads the chorus about the iniquity of the Provisional Legislature!). To put it bluntly, if Britain had not introduced expanded functional constituencies without Chinese agreement, China would have held to its acquiescence in letting the "through train" of the existing Legislative Council past the June 30 1996 frontier and people would all be better off, Jimmy McGregor might call that appeasement. The author would call it statesmanship. McGregor's and the author's opinion are given in this article.
