AbstractThe struggle for selection/election as Hong Kong's first Chief Executive of the Special Administrative Region (SAR), to be announced in December 1996, has moved into high gear with a reported 31 candidates standing. Although the main contenders probably remain the earlier declared candidates - C. H. Tung, T. L.Yang and Peter Woo. One man who knows the three well is Paul Cheng, chairman of Inchcape Pacific, Legco member and member of the Preparatory Committee, and is likely to be on the selection committee - he also knows what he wants in a candidate. Cheng also knows that person will not resemble Hong Kong's current chief executive, Governor Chris Patten. After the governor's final policy speech, he was very critical of both the style and content of the speech and his performance as governor.
