AbstractSchools now participating in the School Management Initiative (SMI) are requested to list their mission statements, goals and objectives in both the school and individual subject levels. The SMI adopted 'school-based management' and 'Self-Managing School' as models for achieving school effectiveness in Hong Kong. One of the characteristics of these models is to have clear educational missions and goals. The first phase of SMI schools have all completed this task. It may be appropriate to briefly reveal the development of effective schools studies and other related theories in the West to give the participating schools an opportunity to reflect on the value of this practice. This article discusses how the focus of the schools changes.
