| Abstract | The Territorial Development Strategy (TDS), first promulgated in 1984, has been the basis of Hong Kong's physical development since that time. A comprehensive review of the strategy commenced in mid-1990 and has now been complete and is seeking public consultation. The Hong Kong Institution of Engineers (HKIE) has until November 1996 to respond to the 1996 review. This article discusses the key issues covered in the review, especially transport and environmental concerns. |
