AbstractIn this article, the author looks into the reasons behind decisions made for the Chek Lap Kok airport project, which include the choice of location and some financial estimates. The author remarks that the Airport Authority (AA) board does its best, but is hamstrung in many of its attempts to get detailed information from the tiers of consortia and contractors beneath the executive level of the AA, which is itself secretive in the extreme in its operations. The Airport Consultative Committee, despite the best efforts of many of its dedicated members, is powerless. And there is an argument that a new, transparently independent auditing unit should be set up specifically to monitor the activities of quasi-autonomous entities, such as the AA.
