| Abstract | The government's bill to increase sewage and business effluence charges by 50 per cent was voted down by the Legislative Council. But the problem is far from over and it is anticipated that there will be deficits in the Sewage Services Trading Fund amounting to hundreds of millions of dollars. From the public's point of view, the Hong Kong Government seems to be taking the Sewage Fund as a money-making tool; and once it becomes self-sufficient, the government can shrug off its responsibility for sewage treatment. And it appears that the government is placing little importance on the scheme's efficiency, as the author believes. |
