| Abstract | The Guangzhou Silk Textile Plant, a big state-run enterprise, employs 3,700 workers, of whom 1,000 are migrants. In 1985 the management had the foresight to expect fewer and fewer local recruits, and started a program of training unskilled migrant workers to fill the many vacancies which appeared as veteran workers left to become freelance individual vendors. |
