AbstractOn the third day of the National Cotton Conference held in Beijing in September 1995 Zhu Rongji, Vice-Premier, declared that the Three No's policy would be strictly maintained in 1995. Thus there would be no open market in cotton, no private trading and no price changes. All textile production regions must strictly observe this guideline, laid down by the Central Government, in their distribution work.
