| Abstract | Methadone is thought to be a medically safe liquid drug, as a replacement for highly addictive opiates. On the Department of Health officials' recommendation, it was introduced to Hong Kong in 1972. Now in 1996, critics brand the Hong Kong government's two-decades-old methadone programme for its heroin addicts a failure and are demanding its overhaul. Officials, however, insist the programme works. |
