AbstractIn the mid-1980s Wuxing county (also known as Huzhou) in Zhejiang province of China enjoyed great prosperity from its silk textile plants, with their output providing over a quarter by value of the entire industrial and agricultural output of the county. But in late 1980s the situation started to deteriorate owing to over-development of textile plants, and of the state-owned silk textile plants in particular. Moreover the old silk textile plants were never improved in terms of production technology.
