Abstract | The purchase of cotton from the farmers are reported not going smoothly as expected, the purchased quantities being much below the harvested and estimated volume. The main cause is the local cadres' taking advantage of the centralised cotton purchase policy, and instead of channelling the crop to the official purchasing depots, directing the cotton towards their own "patronised" cotton ginning factories and monopolising the cotton supply system. |
