| Abstract | The signing of the Sino-British Joint Declaration on the future of Hong Kong in 1984 was without doubt the most significant event of the 1980s for Hong Kong. The two years of negotiations which preceded the signing of the Joint Declaration were a very difficult time for Hong Kong because Hong Kong was denied any formal role in the negotiating process. The origins of the negotiations and the need for them go all the way back to the last century, and it is worth reviewing very briefly some of the historical background. |
