AbstractWhile the 16 years of reform and practice of the open door policy cannot be considered a waste, the delay in drawing up a labour law meant many workers lost rewards and benefits they deserved. The labour law that will come into effect January 1997 not only outlaws the employment of children under 16 for industrial work but also sets a maximum of 44 weekly work hours and a minimum wage, to be scaled by local governments. It also embodies ideas its drafters might have never heard of when they first set to work.
