AbstractFor 16 years, the China policy of six United States presidents has been remarkably consistent: engage China so as to help it assume its rightful role as a great and responsible world power in the concert of nations. Resist driving it into the shrinking camp of irresponsible, renegade nations, via futile efforts at economic and military containment. However, about 80 percent of the 150 or so people the American Chamber of Commerce delegation spoke with in 1996 are as tired of pointlessly opening the silo over the Most Favored Nation (MFN) denial missile each Spring as they are frustrated with what they see as China's footdragging, bad faith and outright chicanery in its dealings with the United States. They are pro-unconditional MFN and many would like to see an end to the annual agony by "graduating" or otherwise getting China off the Jackson-Vanik amendment merry-go-round.
