| Abstract | The Shanghai municipal government has decided to move some 500 factories and 1,000 manufacturing facilities that are still operating in the city out of its new ring-road circle - which most Shanghainese now think marks the border of the city centre. Its plan is to relocate 3,000 factories in the city proper in 15 years from 1995. One third of them are to be moved to the suburban areas - and even farther to some neighbouring provinces. Another third will be encouraged to convert to the service sector. The rest will still be in the city but they are to be moved into well-planned, new factory houses. |
