| Abstract | Two messages were foremost from a one-day seminar on the ISM Code held in Hong Kong in May 1996 - one is that administering the Code presents a tremendous challenge to flag states and classification societies, with 15,000 vessels to be certified over the next two years, and the other is that when the quality assurance standards of the code are implemented and universally applied they will be beneficial to shipowners rather than an extra burden. |
