| Abstract | A physically smaller harbour due to apparently endless reclamation and an ever increasing number of ships and boats using the restricted waters presents Hong Kong's Marine Department with a safety headache. But it is one that it has coped with admirably over recent years through the introduction and subsequent upgrading of a vessel surveillance system and through various regulatory and safety initiatives. |
